As is the case with all OTA updates, this one too is rolling out in batches. This means that the update will reach a small number of users today, and others will get it in the coming days. The users who will get the update today will be randomly picked by a computer. If you aren't willing to wait, you can try checking for the update manually from Settings > System updates. If that doesn't work, you can try installing TurboVPN and set the region to Canada.
The flashable files for the update aren't available yet, however, if you are interested in sideloading the update, you can download the update file from Oxygen Updater. We will update this post when OnePlus posts the download file on its portal.
